Default pup

She looks like a nice pet. Her ears will no doubt stay down, but if that does not concern you, she looks like a sweet baby girl
Call your vet and tell them you are considering buying a pup with double hernais..she is old enough to spay NOW, remove puppy teeth and repair hernia's..as a rule it is quite simple when spaying..the hernia is gently pushed back into the body cavity and sewn closed..

Ask the vet how much extra the hernia repair will add to the bill and tell the breeder. The breeder in turn can reduce the the price by that amount. If the breeder says their vet will do it cheaper..then you can use the breeders vet..some breeders get discounts. Perhaps, the breeder should spay/repair now and let you take her in a week or so...if the breeder refuses to reduce the price.. I would look elsewhere, unless the puppy is already very cheaply prices. I would not pay anymore then $400/500 for a puppy with down ears, hernias and underbite. Best wishes
