If in fact this dog is classified as service dog, I would think that she needed to have the dog with her, not left in a car while she was able to be around crowds having fun.
She should have taken the dog home and gotten a leash or another carrier, not endanger it by leaving it in a car while she played. Or better yet, leave the dog home in air conditioning as she clearly did not need the dog as a service animal.
