How sad for the dogs and their puppies
I wish I knew of a way people like this could be stopped. But if you don't know her address, it's kind of hard to report her to the proper authorities, kwim? I wonder if there is any way to get her to let you come to her house, like hint around that you want to buy several dogs, or something.
Sigh. People like her make me ill. Good luck, I hope someone else has some better ideas than me.
