It could be a Yorkie but not bred to standard color, like my light colored Tiki (laying down on my avatar). OR it could be a mix, like my little lightest ones that are Morkies (Maltese/Yorkie mix).
You can't tell by a picture. Only a DNA test can tell you for sure what it is.
