He is adorable. My guess and that is all it is..... I am guessing that he was badly matted and had a flea problem. That would explain the skin issues and his weight some.
A vet can check him for anemia from the fleas. It is so great to see when a baby who was not in a good home finally gets to a home full of love and attention.
If you look at my avaitar you will see that one of mine also has floppy ears. If I shave them then they go up about half the time. But she is adorable and I love her no matter what position her ears are in.
