Gatord, yes Yes YES !

Call the Health Department, the Humane Society, ASPCA, the local Police even, they may have a Division which takes care of Animals. You could even write the Parent/Corporation for the Store, write them (the specific store) a letter of complaint. AND even your local Newspaper.

Now...
Were the pets being fed...probably
Have Water... probably
Atendance...yea sorta
So, it may be that none of the people you contact about this, could actually do much, but...

Look at all the negative press they would get. So even if nobody got "sited" for a wrongdoing, things may get better...maybe. And, possibly all those "Inspectors" who might be looking around there, just might make things better...maybe.
