Um this happened to me right near central park and the situation was very similar. I had just finished taking Teddy for his walk and we were walking back to our building and this women kept snapping photos of him and kept moving closer and closer. He was getting a little freaked out and so was I. I gave her a very angry look and picked Teddy up. Once I picked him up, she said to me "do you mind if I take a picture of your dog". I said, "yes, I do mind and you have already taken several so I think you have enough".
I heard that some people out there do this to help them scam. They take pictures of a dog. Post it on a craigslist type website and try and sell the dog and pass it off as their own. Meanwhile they in fact have no dog to sell and scam the person who is trying to purchase the pup from them.
