With young pups, especially small ones, the primary concern about feeding schedules is to prevent the pup from suffering hypoglycemia (low blood sugar) and dehydration. Pups need frequent meals, 3-4 times a day, and sometimes additional little snacks or free feeding. Water should be provided at all times.

At 11 weeks, your pup needs frequent potty breaks: when she wakes from sleeping/napping, after each meal, and after play time, and many more times.
