I agree. There are just too many variables when you are outside. You never know who or what is going to appear. There is no wall stopping your dog from crossing that street and someday she may see something that makes her forget her boundaries. That is also how Yorkies get lost sometimes. It's nice your baby has it's natural instincts but it is also these instincts that can work against these little creatures at times.
