Absolutely, unforgivable. First the woman who left her dog to hang it's self in the car while they ate in a Chinese restuarant, now this. Woodbridge and Perth Amboy are neighboring towns. That is where these two incidents have happened. I hope they find this guy, put him in jail for the rest of his life.
