Did you vet mention what he would expect your little guy to weigh at an ideal weight? Many times its not the food that is causing a weight issue but the amount of treats that you are feeding. Could you please give a little more information regarding amount of food you are feeding daily, ideal weight and amount of treats.
All three of my pups are larger and their idea weight is around 11 lbs. They eat about 1/4 c. per meal and I do not free feed and keep treats to a minimum. It might only take you cutting out treats and giving slightly less food per meal to achieve the weight your vet is suggesting.
