I had Teddy neutered last month and thought the same thing. He had a few stiches above and it looked like his testicles were still there. I was freaking out. Like totally nerviously freaking out! It turns out that it was just the skin that was sagging and it was a little swollen from the procedure - which made it look like his testicles were still there. After about two weeks his "sack" disappeared.
