Are the collars a proper fit? Other than that, I have no ideas. I did want to encourage you to potty train your chi. It's never too late! Start from square one with the chi as well and give him the same treatment you give your yorkie puppy. Your chi might resist at first since he's never been expected to potty a certain way or in a certain place, but he can learn. Good luck.
