The reason I bought the paper pee pads to begin with was because they are scented with a hormone that makes the puppy think of going pee. Gracie used them from the first she saw them. The frame holds them tight. Gracie is quite a clean dog and won't step on a pad that she has already used twice. I have noticed that when I walk her where other dogs have been she will start peeing right away. Something about that scent. I think that is why once you get that scent in carpeting they tend to keep going on the carpet. They smell that scent and go on it.
I guess you can buy a housebreaking aid that you can put on a cloth or hospital pee pads. It will help attract a puppy to the right place to go.
