Milk is hard on dogs.
My girl drinks water and will try coffee if she can snag it.
Buy bottles or put it through a filter some do not like chlorine smell.
Or do what my vet suggested when my girl was off her water after a trip. open can of tuns pour a little in water and place in front of dog.
they will usually drink right away.
