I recommend researching both breeds extensively- even try to meet a few if possible and choose the one breed you prefer- then look for a responsible breeder of that breed. I have met many maltese and think they are great little dogs- I could see one fitting into my house perfectly, I have only every known one bichon and while it was the sweetest dog ever, it was a bit too lazy and laidback for my taste, but of course since I only knew that one it is a HUGE generalization.
