Sadly I am having this same problem with Lexi. She thinks its a game.
I call her and walk towards her and she runs away. We live in a big neighborhood so she just darts from yard to yard. Its very frustrating though because she doesnt listen and its very frightening to know that a bigger dog could grab her or she could run into the street and get hit by a car.
This happened a few times when she began doing the running away, because before she started doing it she would go do her business in the backyard while I watched her and once she was finished she would come back inside. One day she just ran off, then it happened a few times after that, until i realised i couldn't trust her.
My solution: She never goes anywhere without a leash. The door never opens unless she has her leash on and she doesnt play outside, she always plays inside. I live alone so I can control the opening and closing of doors much easier. I know with more than one person in a home this can be difficult.
