Yes, it can definitely hurt a dog, especially one of a breed that is prone to pancreatitis. None of this was toxic. It's just way too high in fat.
You could call the vet and ask what to do, do nothing and hope for the best, or induce vomiting. I don't like telling people to induce vomiting. Really, only veterinary staff should be telling an owner to do that. But if I was in this situation with a small dog, that is what I would do.
