I think you are going to have to confine her somewhat and start your potty training from the beginning.

However, I have only been successful with potty training with treats so if she won't eat treats outside, then I don't know.

Are these fantastic treats? Or just so-so treats?

Because for potty training - you should have fantastic treats that she loves. Bits of boiled chicken; cheese, whatever she really, really loves the most.
