I hope someone else can help you figure out what is wrong with Bella. Blood in the urine is not normal.

I will say that, at 14 weeks, your baby is not going to be housetrained even if she were perfectly healthy - she would still probably be peeing everywhere - but definitely not every 15 minutes.

Poor Bella; she is very young and tiny and I hope that your next Vet is a little more helpful.
