That is just so sad. Why do they even want a dog?
I had neighbors like that back home; medium size dog (think cocker spaniel) - spent all of her time in the backyard or sleeping alone in their cold and unfinished basement. Never allowed to be part of the family. It broke my heart. Never taken for a walk, etc.
It's good of you to spend some time with her; it'sprobably the only attention she gets.
