I am no expert but all the puppies I have ever seen have barked long before they left the breeder. Is she just very well behaved and doesn't bark much or have you really never heard her bark? Maybe someone elso on here will chime in but I might ask your vet and see if there is something he/she can check to make sure there isn't something preventing her from barking. If she is just fine all the way around and healthy I wouldn't worry too much but still ask your vet. Mine bark everytime they hear someone come to the door or they are trying get my attention - like when I am on the computer!
