yes, it does boost them up so they can see out. and the medium size comes with one safety belt. i think you can order another if you want 2 of them but i never saw one sold seperately at petco. i think you have to order it from the snoozer site but not sure. Mine are very used to it , i've had them in it since they were puppies , ( my 2 chihuahuas. My yorkie i put in a crate, she's more used to that ) , so they dont really need the safety belt. they stay in it nicely.
