I would be furious! When Kaji came back from his neuter, it looked like he had nothing done. He was still "swollen" like he still had his testicles. And the incision was up higher. Over time, the skin started to shrivel up. He looked odd, but now his skin is completely smooth. If your vet confirms with you hat he had a vasectomy, and not a neuter, and you had not agreed to that procedure, if I were you, I'd be expecting my money back.
