A couple of years ago it was late at night and I could hear a puppy crying like it was hurt. It was awful. I went on a little investagation and found the puppy way accross the street on someones balcony. The people left a tiny puppy outside all day and night just screaming and crying. O went to the apartment manager and reported it. The management had no idea! I live all the way accross the street and then some, and nobody said anything? I thought that it was crazy!
i will never understand how people can be so cruel. This is at the least a noise compaint. If you could try to talk to the people and offer your time and support. I would do it for the puppy and not for them.
