We had the same issue. Kaji would much rather potty outside, and will ask to be let out when we are visiting in other people's homes. At our apt, going outside just isn't possible. He was 17 months old when I switched him to piddle pads only. I did something simar to Kristin's method. Kaji kept his exact same schedule, but instead of being let out, I took him to the piddle pads. He was praised immensely when he went on the pad. It took 2-3 weeks, and now he's super reliable. Is his pad is soiled, or my mom moved it, he will go get a human to put a pad downfor him.
