I am not sure why or how you think safety would improve because in my opinion a smaller company is going to be more careful and more diligent in doing the best job than a HUGE company....but that is JMO.

Arguments can be made on both sides: larger companies have more money to spend on quality control procedures, testing products before they leave the factory, research, feeding trials, hiring expert vet nutritionists, and so on.

Smaller companies argue that making food in smaller batches is safer and that less product means more control. Some of them own and oversee their own factories rather than contract out production.
