Default WHEN is a breeder a breeder?

This may sound like a wierd question and I hope no one is offended by it as that is not my intent (I COME IN PEACE...lol), but I noticed on the Breeder Facts thread that some of you say you have been breeding yorkies longer than you have been having litters, some by as much as 3 years.

As a lay person I just assumed that you weren't a breeder until you had a litter or until you had a pregnant female.

When is a breeder a breeder? When they start researching it? When they decide they are going to breed? When they buy their first breeding dog? When they have their first litter? or something else?
