Poor baby. You could try a waterless bath product. Petco and Petsmart have a couple of choices, but they are still liquids and sort of "chemically," if that makes sense.
When Max could not have his head washed for 6 weeks, I used warm, damp washcloths (not dripping wet) and combed and combed. We also used doggy bath wipes and baby bath wipes. Combing helps clean each hair shaft. Clean the comb frequently as you work.
