I would guess Sadie is fighting to be 'top dog'. If you want to stop this behavior, you can give Scooter his food first, give him treats first, pet him first, let him jump on the furniture first next to you, let him out first, do a lot of your firsts with Scooter, this will help Sadie to realize she is part of the pack, not the top dog.
