a) you use a small amount...it would be like using alcohol on an injection site and the dog licking it
b) plus, in the form used in first aid kits, it is so diluted that it is not harmful...granted, you wouldn't want to drink a bottle of it anymore than you'd want to drink peroxide or alcohol.
In it's pure, undiluted form, it is harmful if inhaled over long periods of time. I.e. in an emergency situation, you can use iodine (or bleach) to purify water...bleach if you can boil it, iodine tablets if you can't
