I would just use a good quality shampoo and conditioner and not have to mess with baking soda unless there is a problem. I hear J&J Baby shampoo is very drying for dogs. Use something formulated for yorkie's hair. But I'd invest in a good brush. Makes puppy like the brushing more and not seem like a chore. Uni falls asleep when I brush her.
