In the contract I signed with my boys' breeder, I am not allowed to rehome my dogs without her permission. If I can no longer care for them, I am obligated to return them to her. That may be the case here.
I am very sorry to the OP and I can imagine how heartbreaking and frustrating this must be.
I don't understand why the dog was being shuffled back and forth between the breeder and your friend. Very strange.
