I don't understand either. If she has the papers then she can prove ownership. Police don't determine the laws, only the courts do, so I would not cow-tow to that. Don't know the worth of the Yorkie, but maybe small claims court where you don't need an atty. could be a solution.
Can the breeder/keeper prove ownership?
