Default when to supplement newborns?

For all you out there that have been raising yorkies for a while: How do you know when you should supplement your newborns. I have a first time mother who had 6 puppies. The puppies are crying off and on. I have powered goats milk on hand to supplement them with (i've heard this is really good to use with tiny puppies) but I don't want to mess their system up if there is a chance they could get all their food from momma. I have been giving the mother milk replacer and milkade (by Happy Jack) hoping that will help her let down more milk. I have been raising yorkies for about 4 years and still struggle with the first couple of days and keeping the whole litter alive. I just want advice on when to supplement and when to not supplement and also what you use. THANKS!!
