I use a collar for the tags and take it off if she is home.
I use a Halti and custom made harness, when we are outside and training.
I use just the harness if I know we are only going in and out of stores.
The Halti is a head halter just like a horse halter and it clips to the harness on her chest with a line and D ring.
It protects her throat and gives more control of her than a harness does.
