When he is out and about in the house during the day, how well is he being watched? If you want him to be able to wander around and there aren't eyes on him the whole time, then he should be tethered to one of you. First sign he has to go, rush outside.. Praise like crazy when he does go where he is supposed to. When he can't be watched, then he should be in his crate. Comes out, taken outside immediately, then allowed to play while being watched very closely. Then back in the crate no more than an hour or two later to repeat the process. If one of you doesn't mind him tethered to you all day, then that's fine as long as he is still being watched (if you look away too much even if he is tied to you, he will find a way to go...).

But if this is marking, then things change a bit. Are these normal sized pee spots or small ones? You can also have him wear a belly band when he is out of the crate as long as you are still very consistent with training. That way the accidents are caught and clean up is much easier.
