Oh my, how horrible! My cousin found a tiny yorkie wandering her street. She was fully clothed but had no id. She had her for 2 weeks, and weighed her at 1.4lbs. She was at least a year old based on her coat. She put several ads around town and FINALLY someone came to pick her up. That person was so thankful that she had returned her and not kept her.
