I do not understand why you thought it was a neighbour who made the report, I never mentioned a neighbour. Is it unreasonable for it to be any person walking past or do you have neighbours who report things like this.  |
Excuse me if you are offended by my "assumption" . You came looking for advise and I was trying to sit on the out and see what others may be hearing/feeling from the street.
Neighbor was used as a general term..(someone is walking in the neighborhood) not necesarily the guy/gal next door.
