Seems odd that a neighbor would even hear the rough play, didn't look like you are in an apartment.
I'm not sure how your weather is there, but it makes sense that you were reported more to the fact that they are outside with the adverse temperatures (hot/cold/rain). Even though you have a nice shelter for them, it doesn't do anything to in the way of temps. These little ones are house dogs and not meant to be outside dogs.
I'm thinking this may be more to the reason for the reporting. With the inside shelter, can they not stay in when you are away during the day
