  She was vaccinated fairly close to being hospitalized. Bordatella does not protect against all strains. And the vaccine itself can give them a mild case of it. 
 There is really no easy/quick way to test for kennel cough. It is based on symptoms. Sounds like your vet is thinking along these lines. Sometimes it turns into something that does require antibios and some vets like to give them before needed just to be safe.
 
 Yes, when a vet recommends a chest xray, it should always be done. However, they were probably just wanting it to rule out some more serious things. Vet opinion will vary on when one is needed. Certainly not a bad idea when they are coughing/choking. A lot of times if kennel cough or tracheal irritation is suspected, they will just do it to be on the safe side.
 
 My dogs are just getting over kennel cough. Usually sounds much worse than it is.
 
 But I'd be concerned that your vet is concerned enough to recommend an xray...
