I would use a harness for sure whenever you are walking her. It is just much safer and comfortable on the dogs so you are not pulling on their neck. But I would not leave it on all the time. This can break their hair and rub under thier arms. I would also make sure to get a harness that is easy for you to put on and off of her such as a harness vest (like the ones that velcro) or a step in harness. You might want to see if you can baby gate wherever it is that she manages to sneak out of whenever people come in and out.
