When Max was a pup, he insisted on a fresh pad to poop. In fact, he went through a stage where the pad had to be changed every time he peed.
Could be that your pup doesn't want to use a soiled pad, or doesn't want the poop on the pad. Make sure to dispose of the poop right away. That seems to be very important to my boys, that it is taken care of immediately. They both prefer to go outdoors if possible.
