I'm starting to send emails to the newspapers and tv news programs in her area - it would be great if they got this info from more than one person so if you really care start calling and sedning e-mails. The faster we all take action the quicker we can save another innocent puppy from being abused. Not to mention her children from seeing such a horrific sight ever again...
