This is the way that it is in lots of other countries. I know that several years ago an artist in South America tied a a starving dog up and filmed it's death. People in the United States were outraged; he said that thousands of dogs die daily in his country and wanted to bring attention to the problem. Spay and neutering laws in this country have made such a difference. It wouldn't take long before our cities were overrun without these laws. People object to them because they cost money and because they do take away a little individual freedom, but if you've ever seen the problem in person, I'm sure you realize this is a small price to pay in order to prevent the needless sufferings of millions of dogs. One thing that bugs the heck out of me, is that in some countries where men think it’s emasculating to have a dog without testicles, there’s seems to be an even bigger problem! Cesar Millan has done a lot to help spread the news that you can still be macho and own a neutered male.
