If you catch her in the act of pottying inappropriately, say NO and whisk her outside to finish. If she has an accident that you find soon after, do NOT discipline. Quietly clean it up. It was your fault for not watching her, not her fault. And, she won't understand why you're showing it to her and acting upset AFTER the fact.

If you aren't already, to speed things up, I highly recommend giving treats for going where you want her to!
