Hmm, not sure on the dandruff.

I think that is just a generalization that puppies don't usually get food allergies because they haven't been exposed to proteins enough. I don't know where people are getting the before the age of one thing.

And it could be that there is an envir allergy too and the food is just pushing pup over the threshold.
