If your breeder was honest with you, and if you saw the parents, and are satisfied with the info they gave you, your baby might be a slow bloomer. Is your puppy a puppy from black and tan parents? Sometimes, they grow slower and woolier (is that a word?), their coats I mean. If you have any doubts about the breeder, I would suggest you contact them and ask the questions that concern you..Did you get your puppy in PA?
