I agree with Ellie May, I would not use an electric fence, especially not for a Yorkie. Although the fence companies say the shock is perfectly safe, other sources say that it can affect your dog's health.
Secondly, electric fences do not protect against predators. If your dog is outside, I would advise that you are there too to supervise, even with a tie out. My neighbor's 13-pound Yorkie was mauled by a hawk recently. Another local had her little chihuahua killed by 2 loose big dogs. The chi was alone in the front yard with an electric fence.
Third, Yorkies are smart and among the dogs likely to figure out that they can get through the "shock" part of the fence and make it to the other side. Then they are off and running. They are unlikely to risk the shock to get back inside their yards.
Skip the electric fence.
We also use babygates in our house to keep the dogs from the doors that lead to the outside.
