No, most of houses in Texas don't have basements so we are just dependent on our electrical services and A-C to keep us cool. Our electric company never used to have rolling blackouts before sooo many people started moving to Texas and I guess have overwhelmed the system until they can catch up! I have never known a summer before 2010 to have even a mention of rolling blackouts as a possibility and though we never actually had them where I live last summer or this one, so far, during the cold spell around the Superbowl, we did have rolling blackouts from so many people running their Central Heat. I lost electricity one day for 45, 30 and 15 minutes one day that Superbowl week. Oh, for some of that cold air now!
